Carlos was the responsible attorney in a half-billion dollar dispute between the Central Arizona Water Conservation District and the United States Bureau of Reclamation over the cost of constructing the CAP aqueduct and related infrastructure. After several years of litigation, the District’s claim against the United States was settled as part of the Arizona Water Settlement Act, Public Law 108-451.
